During the next few days the House of Representatives is expected to vote on legislation that will effectively stop Americans net gambling. Similar proposals have gone through the same procedures but none have ever passed through both houses before.
It is not sure how many gamblers in the U.S. understand that online gambling is actually illegal, but Americans make up the biggest proportion of world net gambling - estimated between 4 and 7 million Americans citizens.
The law in place at the moment which prohibits net gambling is the 1961 Wire Act. This law states that it is illegal to gamble over state lines via the use of telecommunication systems. When this law was written there was no such thing as the internet, gambling didn't legally exist outside of Nevada and no other state had a lottery.
Two bills passed separate house committees last month that will potentially stop Americans from net gambling despite the fact that more than half of the revenue of online casinos comes from American pockets.
The online casinos that Americans gamble in are run from offshore locations such as Costa Rica and the Caribbean and gambling opponents feel that these casinos take advantage of people with money to gamble whether they are of legal age or underage or have financial difficulties.
Net Gambling proponents feel that it is too soon to push for the legalization of online gambling but want a year long study of internet gaming sites to be undertaken so both sides of the story can be given a fair trial.
Whatever the outcome of these bills in congress, it is abundantly clear that there is a degree of revision that needs to be done. The explosion of illegal online gaming is typical in a society where technology develops faster than the law develops. Add to that, what was unacceptable when the law was activated is not necessarily considered unacceptable today.
Proponents want net gambling to be legalized as they argue that this is the only way to get a hold of the situation. In the same way that prohibition didn't stop drinking, banning net gambling may not stop net gambling. Many believe that proper regulation and taxation will eliminate rogue sites and control the legitimate websites. The money that these websites would generate in tax revenue would be colossal.
